The dense tropical forest and reddish-brown hills of Lote, situated along India’s western shoreline, give way to a modest rise where a factory looms under the open sky.
This industrial unit is largely newly built, but its machinery is not: it comes from the former Miteni plant in Vicenza, Italy. Miteni ceased operations in 2018 following one of the worst ecological controversies in the country’s recent history: after years of manufacturing Pfas forever chemicals, the company’s management was prosecuted for polluting water sources in an region home to 350,000 residents. In June, its former executives were found guilty at the Vicenza court of environmental damage and additional offenses and sentenced to jail, with appeals anticipated.
Understanding PFAS: Toxicity Levels and Exposure Routes
And yet, all of the company’s equipment, its patents and methods – all required components to produce Pfas – is now located at Lote Parshuram MIDC, a large industrial zone almost 4,000 miles away, sandwiched among villages and groves of trees. And the factory has recently begun to resume PFAS production.
Previously recognized for its expertise in developing processes for specialty compounds, Miteni is now notorious for the toxic legacy it bequeathed. In 2011, researchers found extraordinarily high levels of Pfas in the plant’s wastewater. Numerous of residents had been exposed through drinking water.
The most impacted were Miteni’s own workers. Ilario Ermetti, 69, who worked for decades in its fluorinated chemical department, displayed among the top levels of PFAS ever recorded in human blood. “When the story came to light, I looked at a list of medical conditions associated with Pfas, and discovered I had them all,” states Ermetti.
Elevated concentrations of Pfas in the bloodstream are associated with higher chances of malignancies, cardiovascular diseases, liver and kidney damage, reproductive disorders and more. Ermetti is currently recovering from a recent medical procedure.
Michela Piccoli, 51, a nurse and campaigner with Mamme No Pfas, started organizing after learning her children’s blood showed elevated amounts of forever chemicals. When she found out that Miteni’s proprietary information and machinery were being sent to India, she was stunned.
“As mothers, as women, our anxiety has increased,” she said. “Because our children are the children of all.”
After Miteni went bankrupt, its assets were bought in 2019 by Viva Lifesciences, a branch of the Indian chemical company Laxmi Organic Industries – the sole participant in the public auction. By the start of 2023, the complete machinery was travelling on freight ships heading to Mumbai. At the same time, Laxmi was promoting its recent purchase to investors. Records of investor gatherings indicate that Laxmi’s executives minimized environmental concerns, with its chairman, Harshvardhan Goenka, declaring that Miteni was “doing everything legally according to EU regulations”.
Goenka is a member on the directorate of Laxmi Organic Italy, a company founded in 2021. Also included is Antonio Nardone, the final CEO of Miteni, who was found guilty of environmental pollution and financial misreporting at the recent court case and given six years and four months in prison. According to a former mid-level manager requesting confidentiality, Nardone was traveling for work to India prior to the company went bankrupt.
Although Laxmi purchased Miteni’s assets in June 2019, the ecological review for the building of the plant in Lote reveals that in March 2018 the firm was already intending to start producing fluorinated compounds compatible with Miteni’s offerings. Laxmi Organic Industries declined to answer requests for comment.
By 2021, Laxmi’s strategy clearly outlined the objective to “capture [the] market share of Miteni” and become a leader in the production of Pfas and fluorochemicals. Logistics data show that, to get approval on the standard of the chemicals, in 2024 Laxmi began distributing test batches to firms with past business relationships with Miteni, such as BASF, Chemours, DuPont and FMC.
From the beginning of 2025, Laxmi’s location in Lote Parshuram has been fully operational, manufacturing substances that will be utilized for agrochemicals, medicines, colorants, cosmetics and additional goods.
Investigations demonstrate that levels of persistent pollutants in the ecosystem are alarmingly high, especially near manufacturing facilities. But even though global focus is increasing, in India the issue is not on the political agenda yet.
“If we look at the regulations, [Pfas] is absent in those standards. It’s unacknowledged by the Indian government as of today,” said Rajneesh Gautam, an environmental chemist at the academic institution. “Autonomous study teams across India have conducted studies in different states. But these studies are restricted in range, and there are still only a handful.”
Parineeta Dandekar, head of the regional environmental group, says the Lote Parshuram industrial district “has a dismal environmental track record”. After it was set up in 1986, “the livelihood of fishing populations in this area totally deteriorated,” she said.
The chemical district is dependent on a shared effluent treatment facility that has been at the forefront of complaints.
“The local villages have consistently reported that it’s malfunctioning,” said Dandekar. “When there is no electricity, a common occurrence in rural Maharashtra state, the plant cannot function and industries release polluted water directly into the streams.” Regulatory bodies have sent several warning letters to the plant in the past few years.
In the EU, the regulatory agency is reviewing a proposal to prohibit the production, importation and utilization of over ten thousand persistent compounds. This attention may be pushing the sector to the developing nations, according to Claudia Marcolungo, a professor of environmental law at the academic institution. “I believe that this matter should be investigated, because the fact that Miteni’s operations, intellectual assets and machinery have been relocated to a country like India should lead us to reflect, at the very least, on the power that these multinationals have to move in countries where there is clearly a lowering of standards in terms of ecological safeguards.”
Miteni has closed down, but the firm’s harmful impact lives on – at the polluted location in Vicenza, and in Lote. The medical effects associated with PFAS manufacturing are likely to affect communities that are already struggling with an unsafe environment for years to come.
“That region has seen enough ecological damage already,” says Dandekar. “If more dangerous companies establish presence, it’s perpetually concerning.”
